I have never received my refund, who should I contact? I have already called the gov't, they claim I have not filed and I did with Turbo.

When you go into your software to see your return, do you see the word REFILE beside it? If not your return may not have been Netfiled. It is a common error to complete and pay for a return but it not being filed with the Canada Revenue Agency (CRA) yet. When a return is completed and filed with the CRA you would have received a confirmation number by email.

Here's another way to find confirmation that your return was successfully filed using NETFILE:
