According to the Canada Revenue Agency (CRA), you can claim the Northern Residents Deduction if you have lived, on a permanent basis, in one or more prescribed zones for a continuous period of at least 6 consecutive months. That period can begin or end in the tax year for which you are filing a tax return.

If you lived in a prescribed northern zone, you can claim the basic amount of $11 for each day that you lived in this zone.

If you lived in a prescribed intermediate zone, you can claim the basic amount of $5.50 for each day that you lived in this zone".

According to the list of Prescribed Zones for Alberta, parts of Wood Buffalo National Park are in Zone A, and they qualify as a Prescribed Northern Zone. And if you are talking about Fort McMurray (aka Fort Mac), that’s Zone B, which qualifies as a Prescribed Intermediate Zones. So, your husband may be able to claim the Northern Residents Deduction if he meets the other eligibility requirements.

Please see this Canada Revenue Agency (CRA) page which provides the full list of zones that qualify for the Northern Residents Deduction:
