I filed a amended state tax return. The program submitted an Federal amended return even though I did not amend it everything remain the same. There was no change between the original and the amended federal return will they cause a delay?

Ideally you should wait until your tax returns have been fully processed before filing an Amendment. However, since your amended federal return had no changes, there most likely won't be a delay for you.
