TurboTax never knows if you owe back taxes. Each tax year is separate, so your 2024 Form 1040 only shows the refund for 2024. The software has no way to know if you owed the IRS for back taxes or child support. If you think this is incorrect, you will have to sort it out with the IRS. The IRS will be sending you a letter regarding the offset to your refund; that letter will have instructions to follow if you disagree with the information in the letter.
