Can I remove the refund processing fee since I am not getting a federal refund and I have to pay out of pocket

There cannot be a "refund processing fee" if you are not getting a federal refund.   That fee only occurs if you are getting a federal refund and choose to pay TurboTax fees from your refund.   If you owe tax due, you have to pay using a credit card or debit card before you e-file.
