how to add a new bank account

I need to change the routing number for my bank and I am unable to edit, delete or change the bank routing number.

You have to go to Step 2 in the FILE section.

You cannot  change banking information while your return is in pending, nor can you change it after the return is accepted.  The IRS does not allow it.
