Solved

I can't find my IRS "1099-Int" letter. How do I find out how much they are going to pay me for 2015?

In the US you must report all taxable income regardless of whether you receive an information form like a 1099. Information forms are just for your convenience and to assist in enforcement.

You need to contact the institution that paid you that interest, for the amount. If you don't have the form from them you can request a duplicate at a later date if it required.

This sounds good.  I have contacted TIAAF but the IRS isn't quite so easy.  Email address?
