I have a copy of last years return as a PDF. The CPA did not use Turbo Tax. Can I upload that PDF to TT for this years return or am I better off just starting fresh?

We have a simple return, no itemization. Given that, is last years return critical to just starting from scratch on TT this year?

Very limited data can be imported from that pdf, you are better off starting from scratch.

Possibly, You can transfer basic information if your 2023 PDF is a 1040 return generated through TurboTax, H&R Block, or TaxACT software
