notice of tax return change notice received. What do I do now?

If you have no balance due and you agree with the notice, no further action is needed.

I definitely don’t agree lol. I just like a lot of others am relying on this. I already pay monthly payments to a prior year, I didn’t want this refund to go to it also. Is there a way to get it amended? Or actually get my refund?

If you have prior year tax unpaid, any refund will go to that tax liability.

You can't amend to get it back, but you might consider adjusting your withholding so there is not as much of a refund next year. Your paychecks should be a little larger. Perhaps you can budget so much a paycheck to a savings account and "Pretend" the savings account is a refund at the end of the year.
