I received a return correction notice from Illinois. All of the numbers are the same and a bullet point says that if I agree with the changes,“you do not need to respond”

It says if I agree that I do not need to respond but later states “we cannot process your return because we need additional information to verify…”

It sounds like they are not currently making any changes to your income, because they have not been able to process your return. There is something they need more information regarding. Please do not disregard this notice, because it will be similar to not filing at all if they do not process the return.

The notice should include a phone number for you to call with questions, or you can contact the Illinois Department of Revenue here: Taxpayer Assistance
