I received a CP24 Notice indicating that I had forgotten to include an estimated tax payment.  Therefore my refund was increased by the amount of that payment.  Would this change my state tax return and do I need to file an amended federal and state return?

Based upon what you've said, you do not need to file amended returns for either Federal or State.

Did you also make an estimated tax payment to State?  Does your state allow a deduction for Federal taxes paid?

Yes I made estimated tax payments to the state but they are separate.  I also received a refund from the state.  I live in CA and there is no specific provision for deducting federal taxes paid.   Income and expense information from my federal return is taken and used in the state return.
