That is the CA refund... Franchise Tax Board CA  state tax refund.  

The fed & state refunds are processed by totally separate taxing authorities and the refunds do not come together or at the same time. 

If accepted by the IRS use the federal tax refund website to check the refund status - https://www.irs.gov/refunds

If your state refund is different from the amount shown on your state return, this means that the CA Franchise Tax Board has found errors on your return and has adjusted your refund amount. 

You should expect a letter from them explaining what correction(s) they made to your return.
