Who do I contact at IRS

I submitted taxes on 2/18, it was approved.  IRS' Where's my Refund says that it was paid on 2/26, however my bank searched for all transactions and there was nothing.  Who do I contact at IRS to get my refund?

    I tried calling that number and end up in AI hell, cannot get a human.

    It might be easiest to set up an account with them.
