In my W2 box 14, the description shows FSA and RETIRE, what Category I should pick?

Washington state or DC?

Most items in box 14 are for your information only and don't need to be entered.  For example, a medical FSA is not reported anywhere on your tax return.  If your employer is using box 14 to remind you about the medical FSA, it's just a reminder for you.

You may have to do your own research to see if  the item marked "retire" has any tax impact.  It won't for federal, but there are a few states in which box 14 is used to enter minor items.

I have the same two entries in Box 14.  I live in Washington State.  The Turbo Tax program is asking for a "Category".  What category should be picked for my FSA and RETIRE entries?

As Opus said above, FSAs are not reported anywhere on your tax return, so just put Other for the FSA entry.

As for RETIRE, employers are trying tell you something with these entries, because most entries in Box 14 are not defined by the IRS.

You will have to ask your employer what RETIRE refers to, and then come back and tell it what it was.
