Does turbo tax automatically enter the TABOR return

Not automatically. You need to do your part to claim the credit. Here are the steps to enter for the credit.

1. log into or open Turbo Tax
2. Select the State return tab.
3. As you answer question and complete your return, there are two screens near the end of the state interview. one has the heading, A Few Things Before We Wrap Your State Taxes", 
4. Scroll down to "Other Situations", 
5. Then click on Start or Revisit for "Sales Tax Refund".

There are two questions: one on number of days incarcerated and the other on your residency (from memory). You must pass through both of these screens to get the TABOR refund.
