How do you use 'APPLD FOR' for foreign LLC partnership owners? one area accepts it, another does not and insists on an SSN when it says I can use 'APPLD FOR'

I am filing for a small LLC partnership. Two of the owners are applying for a TIN as they are foreign and do not have an SSN. It says I can use the code but it will only allow numeric entries
