Question

I have a 1099-R made out the the estate of my late wife. I followed the link to the turbo tax business, it doesn't seem right because the estate is not a business.

The tax return for an estate is filed on Form 1041, which is a part of the TurboTax Business software program.  If you want to use TurboTax to file a tax return for your wife's estate, that is the program you need to use.  The fact that it is included with the business program does not mean it is a business.   For more informaiton see the TurboTax Help Article:
