signed attachment not visible

I do not see my uploaded 8453-FE attachment. There is no "Attachment" option in the interface, although the step-by-step says it's attached. 
 
In previous years, I have always been able to view the signed attachment before filing.

    Go to Tools on the menu bar, then select Attachments.
