We closed our LLC business in 2022. We did not close the business with the IRS. Can we claim carryforward losses in 2023 even though we do not have any income?

Yes, it is common to continue to have expenses into the next year when you shut down/close a business.  You can report the expenses the same way you did in the past, even with no income associated with the business.
