My married daughter is an authorized user on my credit card. I pay all the credit card statements. Are her charges on the credit card considered a Gift Tax?

No.  Her charges could potentially be subject to a gift tax, although the annual exclusion for 2018 is $15,000.  You can see more about the details of what the Gift Tax is and what exactly is considered a "gift" at the following link https://www.irs.gov/businesses/small-businesses-self-employed/frequently-asked-questions-on-gift-taxes.
