Does the tax refund mean what I think it means? Which is instead of paying the specified amount I'm going to get it back?

It's my first year properly filing a tax return and it's turning out to be a tax refund instead.

    A tax refund is a reimbursement to a taxpayer for any excess amount paid to the federal government or provincial government.
