    You can only take the foreign tax credit OR deduction on the federal return, not both.  See Foreign Tax Credit – Choosing to take credit or deduction.

     

    There is no comparable tax credit or exclusion for foreign income for the District of Columbia.

    @kelzhang  States in general do NOT recognize  tax treaties between US and  "other Contracting" countries.  Some state  ( NY, MI for example ) have their own treaties  with foreign countries .

    Foreign tax credit not recognized by the states, but they usually  tax you on world income.
