Yes - if you have an overpayment on your return, the IRS can mail a
refund check to your foreign address, but it does not make
direct deposits into foreign bank accounts. In the File section of TurboTax,
indicate that you want a refund check, not a direct deposit into
your bank account.
Please ensure
that you have entered your foreign address in the Personal Info section of the
program properly. In the Mailing Address section, you should have used
the option for "Foreign country", instead of the default
"U.S. address". The IRS will send the refund check to the
foreign address which you have entered. The check from the IRS will be
drawn from the U.S. Treasury, so you will need to ensure that your bank will
accept a check from the U.S. Treasury, denominated in U.S. Dollars.
See the FAQs in the link below, while the IRS does not directly address foreign addresses included on returns, they state the following:
If you filed your 2019 or 2018 tax return but did not receive your refund by direct deposit, your Payment will be mailed to the address we have on file.

I chose direct deposit to a U.S. bank account for my refund via TurboTax but currently reside abroad but provided a U.S. mailing address (to receive correspondence). IRS indicated on their website they “mailed” the refund on May 15. Question is whether they actually mailed the refund to my US mailing address or honored my request of direct deposit to my US bank account? I’m very concerned since I haven’t received it yet…please advise what can I do next
