Question

how do I upload my last years return information into turbo tax. ie I have carryovers of foreign tax credits and my carryover of refund

    TurboTax doesn't have the option to bring these in via upload.  However, during the interview for each section where carryovers are common, including the foreign tax credit section, TurboTax will prompt you to enter that information.
