Question

I am a caregiver for my cousin, who has an intellectual disability & lives in my home. Can I say that I run a daycare out of my home if I only care for her (no others)?

    No, being a caregiver to your cousin and running a daycare from your home are not the same thing.  You would need to be offering your services to others and operating as a business to be able to claim you are running a daycare out of your home.
