    What does "assigned" mean?

Did you tell Fidelity to make distributions from an IRA directly to a charity, and so Fidelity sent you a 1099-R?

You may have made a QCD (qualified charitable distribution) if you were at least 70 1/2 and Fidelity made to distribution directly to a charity from your IRA.

Note: the 1099-R does not indicate this. When you enter the numbers from the 1099-R, in the following screens you will be asked questions about the distribution.

And, no, QCDs are not taxable.
