To get past that page in TurboTax you can visit your TurboTax screens to see if you answered a question that may have triggered the Qualified Adoptive Child Worksheet.
To review your screens related to adoption credits, you can do the following:
Click on "Search" at the top right of your TurboTax screen
Type "Adoption Credit" in the search bar.
Click on "Jump to Adoption Credit"
Review the TurboTax screens that follow to make sure you have not answered something that would trigger the Adoption Credit
You can delete the Qualified Adoptive Child Worksheet from your return as follows:
In TurboTax Desktop:
Switch to "Forms Mode" by clickingon "Forms" at the top right of your screen
In your left panel under "Forms in My Return" scroll down to the "Qualified Adoptive Child Worksheet"
Near the bottom left of your form, select "Delete Form"
In TurboTax Online:
Go to "Tax Tools" in your left panel,
Select "Tools" and then
You will see "Tools Center"
Scroll down to "Delete a Form"
Click on "Delete a Form"
You will see a list of your forms
Select "Delete" next to your "Qualified Adoptive Child Worksheet"
To search your TurboTax screens about the "Adoption credit" it will look something like this:

I tried all the steps suggested by 2 assistants, and they did not work. There is still a bug in TurboTax's system believing I have some unclaimbed Child Adoption credit. I had cleared my cache of cookies/browser history/etc. and started my taxes over. I had to snail mail the IRS/state because I was not allowed to e-file. Hopefully the problem gets resolved by next year.
I would like to take a deeper look at this. However, I need a diagnostic file which is a copy of your tax return that has all of your personal information removed. You can send one to us by following the directions below:
TurboTax Online:
Sign into your online account.
Locate the Tax Tools on the left-hand side of the screen.
A drop-down will appear. Select Tools
On the pop-up screen, click on “Share my file with agent.”
This will generate a message that a diagnostic file gets sanitized and transmitted to us.
Please provide the Token Number that was generated in the response.
TurboTax Desktop/Download Versions:
Open your return.
Click the Online tab in the black bar across the top of TurboTax and select “Send Tax File to Agent” *
This will generate a message that a diagnostic copy will be created. Click on OK and the tax file will be sanitized and transmitted to us.
Please provide the Token Number (including the dash) that was generated in the response.
*(If using a MAC, go to the menu at the top of the screen, select Help, then, “Send Tax File to Agent”)
