Question

I received a scholarship from Taiwan government but not from a company. Do I need to report it as foreign income?

Yes, you must report all worldwide income. However, there is a US- Thailand treaty. You may be able to exempt the income or have special treatment. See articles 22 and 23 to see if any apply to your situation.
