It sounds like you're having trouble entering your foreign address in TurboTax. Here are some steps you can try:
You can file federal (IRS) returns if you or your employer has a non-US address.
Select Foreign Country: In TurboTax Online, go to the section where you enter your mailing address. Look for a drop-down menu labeled "Type of mailing address" and select "Foreign country." This should open additional fields for you to enter your province, postal code, and country
IRS regulations require a US bank account to receive your tax refund, and you'll need a US bank account (or credit/debit card with a US billing address) if paying additional federal taxes owed.
Like many stateside merchants, we require a US billing address to pay for TurboTax if using a credit or debit card.
If you're deducting fees from your refund with the optional Pay With My Refund service, you'll need a US or APO/FPO/DPO address.

Follow the country's practice for entering the postal code. Do not abbreviate the country name." The process for entering a foreign address does not work.
You are correct, a foreign address can't be entered as per the Learn More links. You can enter your foreign address in Forms mode on the CA Information Worksheet. If you use FM as the state, you are able to enter the details on the form so you can e-file. You will still need to enter your CA zip code in that field, as it requires a US zip code format.
But you can use the address and city lines to populate your foreign address, so the state of CA will have it and you can still e-file the return. The learn more links will be updated; thank you!
