Investment advisory fees are not deductible anymore, do they increase the basis since they have become part of the cost of my portfolio?

No. The IRS doesn't allow investment advisory fees to be capitalized into the cost basis of your investments. The reasoning is that these fees are considered personal expenses rather than direct costs associated with acquiring or selling securities.
