Is a senior citizen tax credit refund considered a WV 2024 tax refund?

It would be a nontaxable refund. The senior tax credit is based on income. A WV refund is only potentially taxable if you itemized deductions on federal last year. The two seem to preclude each other so you would not have any taxable income.
