'm filling out 5695 = Qualified expenses on Line 1 is $25,936. I was expecting a credit of $7,780 on row 15 - but it is only $1311. Any thoughts?

Yes, I have tested this credit and the software populates the credit as expected.

If you have not completed the rest of your return, this may be why the credit is not appearing. The energy credit is non-refundable, so if you don't have enough income tax being computed, the credit won't be generated. It is available for carryover to future years if you cannot use it this year.
