I made a noncash donation to a Church Thrift Store in 2024 that included Clothing, Footwear, Accessories, and Household Items all in good condition or better.  I used "ItsDeductible" via Turbo Tax to determine  FMV of my items which was greater than $5000, however, the Donee refuses to sign IRS Form 8283 due to the burden of having to then submit Form 8282 to IRS AND provide the doner with a copy of that form in the event items were sold,  exchanged, or otherwise disposed of the property within 3 yrs after date of receipt. What can I do so that I can itemize the donation?

You can't claimed the donation without the signed form.

Per IRS: You must attach the completed Form 8283 with all the required signatures to your tax return, either as a PDF attachment when electronically filed, or mailed to the IRS with Form 8453.
