If you do not have any type of earned income from work then you are not eligible for any type credit which requires having earned income, such as the Child Tax Credit and the Earned Income Tax Credit.

The Additional Child Tax Credit can be worth up to $1,700, depending on your income. You must have at least $2,500 in earned income to claim the credit.

There has only been one tax year----2021----for which you could receive the child tax credit even if you did not work.  The tax laws changed back to the old laws after that one year.  Any refundable child-related credits are now based on having income from working.
