State Income Tax Refunds – Meaning of "Total of all your payments and withholding"

Situation

  • I am filing my 2022 tax return.
  • The "Total Refund Received in 2022" was my state income tax refund for 2020.
  • My locality does not have an income tax.
  • The only state income tax payments made from 2019 through 2022 were my withholdings reported on my W-2s.

Question: Is the "Total of all your payments and withholding" the sum of my state income tax withholdings reported on my W-2s for 2020 and 2019 and not 2022 and 2021?

No, it is not the W2 withholding.  Your total of all payments and withholding would include estimated tax payments for 2023, state tax overpayment from a prior tax year, payments made with an extension of time to file and refundable credits.  If you used TurboTax, it will transfer any amounts you entered in the prior year.  You would only have to add any amounts that you did not enter.
