Using HSA to pay for an in-house dental plan?

Can my HSA be used to pay for an in-house dental plan offered by my dentist? I do not have dental insurance and the in-house plan offered would pay for the following:

2 Professional dental cleanings/yr

 1-2 Doctor exams/yr

 X-rays as needed

 1 emergency exam/yr- if needed*

I believe this should be covered as none of the items are cosmetic and are typically included in a dental plan.

As long as this in-house dental plan is not considered to be dental insurance, then it would be a qualified medical expense as related to a health savings account (HSA).  HSA funds generally cannot be used to pay for insurance premiums.
