Why add my 2023 HSA contributions to 2024 Tax return if I paid medical bill from HSA in 2024?

I used my HSA contributions to pay medical bills and prescriptions in 2024. The paid money is more than my 2024 HSA contributions. Why does Turbotax APP ask 2023 Form 8889 to increase 2024 Federal tax?

    The program shouldn't ask. Please review your entry of Form 1099-HSA.

    You should enter Form 1099-HSA and indicate "Yes, I only used it for medical expenses" 

    No, not inherited and NO did not over-fund in 2023.
