How do I access form 2210 in the desktop version to indicate that my Roth Conversion occured in December so as to avoid a penalty for underpayment of estimated taxes

At the top of your tax program is a section marked "Other Tax Situations". Click on that and then scroll down to "Additional Tax Payments". In that section click start next to the first option "Underpayment Penalties" and you will be able to annualize your income in order to remove the penalties.
