No.  You will not be able to claim an education credit on transcripts and application fees you paid in the year 2019.   According to IRS publication 970, qualified related expenses include fees that must be paid to the institution as a condition of enrollment or attendance. However, expenses for books, supplies, and equipment needed for a course of study can also be included in qualified education expenses whether or not the materials are purchased from the educational institution. Transcripts and application fees do not fall into either of the two categories.
