Do other CD's read OK? If they do, then probably a bad CD.
If you purchased locally, take it back for a replacement or wait until customer service opens tomorrow.

I took it back to the store and exchanged it for H&R Block - that downloaded flawlessly in a couple of minutes. TT CD is not compatible with the new Mac operating system (OSX 10.11.2).

It works fine for many others. Probably a bad CD. A CD that ejects but won't read indicated a bad CD. That is not an incompatibility issue, but a media issue.

I do have a CD/DVD drive and other CDs run fine in it. Also, I tried this TurboTax CD in my wife's Windows laptop and it ran fine. It just is not compatible with Mac.
Maybe either the CD or the CD drive is flaky. But the Windows will only read the Windows software on the CD, not the Mac application where the CD might be damaged.
Since you have a Windows PC, you can try CD sharing and see if you can copy the Mac application to the Mac from the PC's CD drive.
