Do I have to file a California return if I'm being claimed by someone as dependent & my income was less than $10,000?

It is possible that you may have to file a California tax return as a dependent of someone else if your income is less than $10,000.  

You'll be required to file a tax return for California if your income exceeds your California Standard Deduction.  Please see the attachment for how to calculate your California Standard Deduction.
