How do I fix line D wihholding on form 2210 if the sum of the four columns do not equal the total withholding for the year because of rounding

Rounding is not an issue for your Form 2210. It's not necessary for you to make any correction for that reason. No matter when any federal withholding takes place, the IRS accepts it was withheld evenly throughout the tax year.
