I am 19 and made around $13,000 last year and I am a part time student. Can my parents claim me as a dependent?

No. In order for them to claim you, after age 18, you would have to be a full time student and still living with them.

There are two types of dependents, "Qualifying Children"(QC) and other ("Qualifying Relative" in IRS parlance even though they don't have to actually be related). There is no income limit for a QC but there is an age limit, which is raised for full time students. Only a QC qualifies a parent for the Earned Income Credit. They are interrelated  but the rules are different for each.

Because you are neither a FT student or under 19, the income test applies and you made more than the $4000 allowed.

You are considered to be 19 for all of 2015, for tax purposes

No, I do not believe so. My mom couldn't flame my sister because she made over $4,000. You will have to file yourself, I'm pretty sure!
