If filing married jointly and one spouse made under $10,000, does that spouse have to file taxes?

Absolutely yes.  When filing a joint return ALL the income you received goes on your joint return.  When you are filing a joint return you are both "filing taxes."  As a married couple, you each get the $4000 personal exemptions, and a $12,600 standard deduction.  Enter all of each spouse's income.

When you file as Married Filing Jointly, you must report all income for each of you, no matter how small it is.
