Should my friend file taxes?

My friend Joanne is raising her young grandchildren. She receives Social Security disability, and her grandchildren receive Social Security benefits through their deceased mother.  Joanne does not file taxes because she has no "earned income." Is she eligible for some type of tax credits. Should Joanne file taxes?

    If you only get SS or SSDI or ssi you do not have to file a return and there is no benefit in claiming dependents.  Same for children, if they only get SS they don't have to file.
