Most first-time filers can’t use NETFILE as the Canada Revenue Agency (CRA) doesn’t have their personal information on file yet. You will have to print and mail your returns for the first year.

Unless the CRA has your information on file such as; your Social Insurance Number, date of birth, or address, or if you have not set up a MyCRA account with them you will not be able to Netfile; therefore you will have to print and mail it to them.
