I am being asked if I was a resident of a foreign country last year and there is no choices for me. All countries are foreign

    If you are trying to file a US tax return you have reached the TurboTax Canada - The issue might be that you purchased a Canadian return instead of US. Please reach out to the US side -> https://ttlc.intuit.com/community/home/misc/03/en-us
