In the question "are you a Canadian citizen", if we are a Permanent Resident, do we answer "Yes" to this question anyways ?

There should be a question "are you a Permanent Resident", or Turbotax asking "are your a Canadian Citizen or a Canada's Permanent Resident" for this to be clear...

    No. If you are not a Canadian Citizen, then you answer No. That question has nothing to do with residency.
