do not understand the arkansas long term capital loss carryover,how do i know whether i owe or what?

i dont have any stocks or anything else so i shouldnt owe anything right?

Long Term Capital loss carryover would not make you owe anything.  This would happen when you had a capital loss in previous years that you couldn't fully use so it is being brought forward to use in future years until you use it up.

If you did sell stock or investments in the past and you do not own any, this likely does not apply to you.
