Do we need to report gains with rental properties outside the US?

    I do report it out. The US taxes you on your global income.

    Yes.  If you are a US Citizen or US Resident, then ALL taxable income from ALL sources worldwide needs to be included on your return. Since rental income is taxable income, it does need to be included on your return regardless of where the property is located.
